You need to re-learn metric to imperial conversions.

You don't count from open because of the tolerances. Most (all?) dampers are designed in a way where fully closed is the end stop. So counting from fully closed gives you equal settings across items from the same product line. So 5 clicks from closed is the same on all grip2 38s. With tolerances playing a role it might not be the same when counting 5 clicks from open.
