That is the jounce bumper. The foam is actually engineered to offer a certain spring rate. If it is riding that high, I would guess that it might have been an integral part of the suspension tuning.
It's clearly an exhaust for a mini motor. It's a 2 stroke gas-powered servo for a remote lockout. You just kick start the motor on the other side and it locks the shock. It usually only takes 2 or 3 stokes to start. Gas-powered servos are more reliable than electronics for world cup racing.
It is yeah, I looked at it on my phone and didn't see the screws. This is not an afterthought.
On the shaft it looks like the plastic sleeve protecting the body from the spring buckling is pulled down to the foam bumper. Maybe there's a 'Live valve' logo on the shaft?
EDIT: BTW, not completely sure if it's a CNC machined bridge or a forged part with the machining toolmarks still left in the forging die. Leaning towards CNC as the production bridge is much smoother. Plus this is thrown around completely. It looks like it has two barrels (two valve assemblies), but they are flipped around by 90° compared to a standard DHX2 - the lower body to the left on the factory (looking at it like this: https://www.ridefox.com/img/family/bike/my21-dhx2/dhx2-factory-standard…), while it's to the right on this one.
It does look very like a 'Live Valve' plug, but they'll have worked wonders if they've managed to pack all the extra stuff in what looks like a standard shock.

I may be wrong, but this would only be to prevent pedal kickback. I guess still having a chain and tensioned derailleur would work against the suspension. Not any different than the O-Chain but not the same as riding without a chain at all

Ye I guess so, would assume it is somewhat more free than O-chain since there isn't a max limit of 12 degrees though?

I'm honestly not sure. I haven't tried any of that but the math seems to say the whole O-Chain or dummy gear is pointless past a certain speed based off of hub engagement. I believe I read somewhere that the speed where you feel pedal kickback is fairly low for a standard hub. Like quite a bit slower than a normal downhill pace. I think the O-Chain thing probably passes the parking lot feeling test (very low speeds) and people get sold on it, but then again it has become a pretty common sight on top level DH bikes. So who the hell knows.

Imagine having the plushiest bike ever on rought rock garden, but high speed compression trough the roof on big jumps. 1,6 seconds on the air and BAM, the compression is ON, rebound too for 0.5s after the impact and then normal again.

The amount of resistance the derailleur gives to the suspension is order's of magnitude lower than what the shock does...

I believe I read somewhere that the speed where you feel pedal kickback is fairly low for a standard hub. Like quite a bit slower than a normal downhill pace. I think it has been proved quite convincingly that pedal kickback via the freehub engagement does not happen. There's a lot of videos and articles on that.
I've been under the impression that O-chain negates the tugs from the movement of the chain itself (it does weight something) puts through the pedals.
Scott bought Bold Cycles last year and used their design principle for the new Spark.
To be pedantic that occurred in 2019, however noideamtber's claim was that the latest iterations of all Scott bikes* were bought so I don't think they had Bold in mind.
* And does this mean all dual suspension MTBs, all MTBs or all two-wheeled transportation devices? Who knows! Either way I'm genuinely interested if it's true.
