These days* the main differences are BB's are often crappy plastic cups with narrow profile bearings pressed in to frames with poor tolerances, so they need retaining compound to hold them in. Headsets are more commonly alloy cups pressed in to better tolerance frames so they don't need the retaining compound to hold them in or take up variation in roundness.
