Who knows (outside of WBD) who'll get those spots? The way this whole thing has been structured it's anyone's guess what criteria they'll be using. I know they've given a list of things that'll be taken into consideration, but which elements they'll prioritise (and whether other factors will also be taken into consideration) remain to be seen.
