This is less electrical engineering (requires a custom PCB more or less), more general engineering and software engineering. The way I see it it would be a simple actuator pulling in a cable to actuate a remote lockout shock. That's the easy part, it doesn't require much force, a cheap dc motor with a worm drive (to provide self locking so you power the motor only when actually moving the cable) and a worm gear to wrap the cable around. The E:I also had a cadence sensor, leaving the shock open when you weren't pedalling. It would open/close only while pedalling (closing if there was no input from the fork).

Fig.7 diagram looks weird, this is my interpretation Interesting idea to have a dual u-cup dust trap but the friction may be a bit high with so many seals.

I appreciate the artwork! I'll give some more details. Here's a line, regarding FIG. 7. This is the only line relating to the wiper. Typically, such tight fit is achieved by means of a wiper ring 29, preferably provided 'outside' the bushing as shown in FIG. 7, such that the extra sealing ring 29 prevents dust and dirt from reaching the bushing. But your interpretation could be correct, it's difficult to tell in with all the crosshatching and shit.
