Almost everything? This is mostly in connection with XL frames and tall guys (and girls!). A steeper seat tube angle moves the seat forwards, which means the CoG of the rider is moved forwards. So more towards the front axle, which loads it more. For guys between sizes M and L and either side of that border the seat angle is not an issue, since the advertised effective seat angle is mostly the angle they ride at, since the seat height is around the stack height (where the seat tube angle is then measured). AFAIK Norco moves the BB forwards on larger sizes. Makes the chainstays longer, makes the seat tube angle even slacker. And doesn't change the distance between the seat and rear axle, which is the driving factor for the uphill abilities of a bike (sit too far rearwards and the bike will want to do wheelies and the like). Wrong way IMO, completely the wrong way.

May I give you some reasons why not to do this, not the least of which is that you created an account today just to make this post. Perhaps trying to keep some anonymity? The testing took place at the French EWS and riders tested were the podium and a few randoms. Myself and Sven posted photos of the riders waiting for testing in race recaps to respective editorial outlets so it's pretty easy to see who all the potential players are here.
