In this current format of team/rider eligibility, no chance of locals racing year one. IF someone is inspired and has deep enough pockets to go get some UCI points, then maybe in year three, a slim chance at year two. There's little to no support for local riders. I'd put my money on one of two local juniors if they hit the gym and move abroad to train and collect points since they've both already outgrown the local parks. Correct, but keep in mind these are "rules of the road", so apply to public roads and public land (in most cases). These rules do not apply to private land (ie. bike parks, private trail centers, etc) and so it's not illegal for kids to ride ebikes in these areas, unless specified. As with most other things ebike, lots of shades of grey. Regulations are getting better and more thought out though.

Wouldn't it be possible to give each rider a top notch action camera and hook it up to a system like they use for the drones at downhill and what not, and just broadcast it. Riders unlikely to finish in 15th place or worse can just get an extra weight attached to the bike. No need for a commentator, just put Josh Carlsson on an E-bike and have him cruise around and chat with the riders between stages. I'd watch that.

I rode my first ebike at Kanuga. Specialized evo. Perfect spot for that. I went from 5 laps on my analog (the week before) to 10 laps on the ebike (in almost half the time). The first thing I noticed was that ebikes kinda level the playing field. There were two dads riding with their kids there that day, and everyone was able to ride together despite age / strength differences. I bought my 9 year old a Levo kids, with the SL motor. He loves it and does a lot more riding than before. I cant keep up with him on the ups on my full fat Levo. The climbs are steep where I live and as a result you dont see many kids on the hill. Only problem is, he is the only kid with one.
