Infinite money and only thinking about entertainement/the sport side of things: 15 rounds of world cup. Set up a system of qualifiers at the national/regional level to be eligible to enter a race with the opportunity for national federations to enter some riders in the race if they don't meet the criteria. Everything is broadcasted. High prize money, financial support for travel and pits for privateers.

Much less ambitious, but also lower funds needed. I can see on google maps that there is an abandoned go-kart track a few km from my house. Would buy the lot, redo the track, buy some electric karts, build a gigantic pumptrack on the remaining land and have a few simrigs in the entrance building. Run the thing just aiming to break even. Instead I'll probably just keep my desk job for another 24 years...
