No it's not a simple solution, there is a reason these races don't have USAC sanctioning. For them there is no reason too, USAC does not give them any benefit, it's a business decision. It's not by chance most of the new big events, that are bigger than most of the USAC events don't deal with them. Also, this is nothing but weakly camouflaged extortion. Interesting enough, unless something has radically changed in the past couples weeks USAC is the ONLY major cycling fed enforcing the rule.

As far as we're aware, USAC is the only national body indicating that they intend to enforce the rule. The relative ease of permitting an event really has little to do with it.
