4/3/2022 2:18pm Could just be the size (frame looks very small), but the shock appears to be mounted much lower than the current version. Notice the cables are exiting next to the shock mount rather than below it.

For comparison, the gondola at Fort William handles 1700 people an hour. https://www.nevisrange.co.uk/activities/mountain-gondola/ The UCI has rules for just about everything, why not a minimum uplift capacity for the venue?
