I am not sure if this directly answers your question but think it is on the right track. Having worked for a mountain bike company, we dealt with many consumer requests for wider rims and bigger tires. From where I am sitting, (anecdotally speaking) much of the big rubber and wide rim was driven by the market and companies seemed to respond.
