nice, but get yourself a bolt-on fender. Rapid Racer makes a good one, I'm sure there are others too. Zip ties around the fork looks jank, and will mess your paint up. Go for a bolt-on for that nice factory look

not good, not bad. Better than a RAD or an Aventon and the like, which is good, the bike industry should not be enabling and encouraging people to buy from brands like those. The shop I work with has been toying with the idea of not servicing bikes like those, but at the same time we don't want to alienate that entire customer base(our clientele is primarily old retired people, and they fall for the adverts every time).

Anywhere from $3000 - $8000 for frame only(hell probably $10k+ depending on what kind of Sultan of Brunei shit you want), and you will be extremely limited should you want aluminum. Most custom frame builders are going to be steel, titanium, or carbon w/lugs. If you want your own design, linkage and everything, well...get a welder and some tools.
