Shimano was building their derailleurs with the offset pulley design back years ago when Sram still made nothing but bad Gripshifters. The question is why they went away from it, I am sure they had a reason, and of course they never intended their 10-speed derailleurs to have to shift over anything bigger than an 11-36 cassette.
