for 20" tires you might try the Maxxis Maxdaddy in 2.0. It's got a bit more "knob" to it, but its sorta heavy. several area available on eBay.

I agree with Yeti116 on the tire issue. My son (12) rides a 24" hardtail with the Kenda Small Block tires that he rode at the Northstar bike park and Truckee bike park and absolutely loved it! Granted its not the best for seriously loose conditions but its grip on rock ledges and hero dirt is the best we've found for a reasonably light 24" tire. Regarding the fork - I built a 20" custom mtb bike and used a Echo 20: trials fork that I picked up from Webcyclery. I think you can get them with either v-brake bosses...

Those tires don't suck, my 12yo son rode a 24" hardtail with those tires (front & rear) at Northstar's Live WIre & Gypsy this summer!
