Is it really sub-40 lbs e-bike when only 1 out of 5 versions on offer is actually less than 40 pounds? And only by 0.1 lbs and that is probably a dry weight without sealant anyway..

Thats Shaman stem, Czech brand. I believe that rectangle on the top tube is just a bit of ripped protective tape.
