You've always been able to race with suspension. You've been able to race mountain bikes in cruiser class for decades, in the US at least. I'm sure the reason for requiring a suspension fork in the new class is that it's a disadvantage against rigid bikes. I've seen people on suspension forks at multiple tracks doing very well against proper BMX cruisers for years now, although they usually run their forks almost rigid.

@TEAMROBOT Words have multiple meanings, and their usage evolves over time. When mountain bikers talk about loam they are often referring to an experience, not to the actual soil composition. The experience is the important part of riding and "loam/loamy" has become the colloquial expression in mountain biking used to describe the conditions that provide that experience. The noun even has multiple official definitions depending on which context it's being used in. The chart you showed is only within a geological context.
