Will this https://www.mec.ca/en/product/5039-414/X7-Type-2-Rear-10Spd-Med-Cage-De… which is a ten speed derailleur work in place of this https://www.treefortbikes.com/SRAM-X5-9-Speed-Medium-Cage-Rear-Deraille… with 9 speed sram cassette and shifter?

No. 7, 8 and 9 speed derailleurs are compatible. But 10, 11 and 12 speed are all specific to match the cassette.
