Parameters for replacing a cassette due to chain wear

Hey all, I posted this question over in the PB mechanics thread but thought I'd throw it on here too.
So I was selling a used bike and I measured the chain the way I learned to do it decades ago with a ruler. I got 3/32 of stretch in a foot. The guideline I was taught years ago back when I worked in shops was under an 1/8 you could put a new chain on and it would work fine with existing cassette.
The guy buying the bike asked if he could have a shop look it over, the mechanic measured it with his little Park measuring tool and said it would need a new chain and cassette which would be $150 with labor.
I bought a chain from them and put it on and did the "pedal hard in the small cogs" test and got no slippage.
So I guess this is kind of a poll, what is everyone's policy for cassette replacement? The shops I worked at always gave the customer the option of trying just a chain if it was within that 1/16 to 1/8 window, are my methods antiquated?
Thanks for your responses

Run the cassette until it stops working. Shops that push people to buy a new cassette with every chain are crooks.

I have found with 11 and 12 speed chains that if I go past 0.5% elongation (~1/16" elongation over 12"), a new chain will not mesh well with the old cassette.

Depends on the bike. 10 speed cassettes are fairly light and cheap so I replace them fairly often. The performance difference isn’t game changing but it is noticeable.

The xo1 11 cassette on my other bike won’t be replaced till it fails. Don’t got the money and something cheaper adds a lot of weight that I think is more of a hinderence than the occasional slow shift and a bit of noise. I imagine with 12 speed this would only be more true.
