Correct technique is the only thing that will take care of arm pump. Sure every little bit may help .... But investing in knowing how to ride will be money better spent.

Yes, it's 30mm in diameter, so the girth would be about 100mm. Both measurements are for your comfort

technique can help but its not the only thing lol tell me more about your technique after you ride whistler in august for a few days straight. Those braking bumps give zero fucks.
