Dirty Bikes is in the heart of Taipei, but they don't rent bikes. Call or email the guys at the Specialized store in Neihu, they will rent you just about anything. But you'll need someone to show you the trails as there isn't much in terms of maps or signs unless you can read Chinese characters, and the best trails aren't marked at all.

You can try rent mountain bike from Alan's Mountain bike shop. They also do half day mountain biking tour.
