I just installed front and rear Planet Bike leds. Which is better flashing, or steady light? Is the fashing light better during the day to make you more visible? Im thinking the steady beam headlight is better to see where you are going at night. Is there a standard forbwhen to use the flashing option?

I think so. I also keep my front light turned during night or bad weather and rear one flashing because you first see somebody who has flashing light rather than constant light.
