Without the parts in hand, It's hard to say. But it sure looks and sounds like it should just slide through like a through axle. As apparently it does not, whip out the calipers and measure the inside and outside diameters of the hub and axle. If it's a slip fit but still doesn't go through, check for burrs at the ends of the axle where the thread ends and it steps up to 12mm.

i found out i just needed a thin wrench and it comes off but thanks for the help
