hey guys, first time poster... i bmx and am looking to expand my riding options to dirt. i want a bike i can freeride, tame DH and dirt jump with. will the SHINE be a good bike to fit my riding needs? if not point me in the right direction.

i was looking at the dartmoor shine or the NS bikes soda bike.

Welcome to Vitalmtb. Both of those seem like pretty good all arounders, and both have the lower pivot around the BB, so you can run a clean single speed. And if you're short enough, you might be able to use one as a high seat trail bike. Put a longish travel air fork like a Lyric on it so you can pump it up to jump it, or make it squishy for traction. I'm not so much a fan of Specialized, but their P-Slope would fill the same role. Just make sure the frame is straight before you hand over your cash.

Sure. If you're mostly a jumper/park rider, stick with that. A hardtail can go anywhere, just not as fast. Some of the sketchiest chutes and steeps that I've ridden were on a hardtail.
